DEPARTMENT OVERVIEW

The Quality of Life Services Department is responsible for responding daily to citizens request for services including the maintenance of alleys, City parkways, City owned properties, streets, medians and traffic circles, parks, City facilities, and the enhancement of quality of life issues throughout the community. Using vehicles such as the new “Lookin’ Good Lynwood campaign, the Mayor’s Quality of Life Task Force, the youth Club S.M.I.L.E. project and Adopt a Alley/Highway/Neighborhood projects we will continue to get the word out to the community “We’re Teaming Up to Clean Up”.

Mission Statement

The mission of the department is to build community pride by beautifying our neighborhoods and street, increasing safety and decreasing litter and other pollutants through an enhanced information campaign and coordinated volunteer beautification efforts. The goal is to connect neighborhoods, businesses and City government to facilitate effective public municipal compliance and to enhance the quality of life for all Lynwood residents and businesses. This will be accomplished with an enhanced community awareness campaign designed to reach out to the entire community through advertising and participating in public events.

parking enforcement

The Parking Enforcement Division is responsible for the enforcement of the City's parking code, Lynwood Municipal Code and the California Vehicle Code. The division enforces the parking by:
Responding to citizen's request and complaints
Removing illegally parked vehicles
City vehicles parked during street sweeping hours
Paying a parking citation

Code enforcement

The Lynwood Code Enforcement Division works with citizens, inter-departmental staff and the Lynwood COPS Team to identify and remedy code violations in an efficient and effective manner. Officers respond to citizens request, inspect targeted areas and carry out special enforcement projects in order to remedy violations, enhance the quality of life improve the visual character of the City. Staff will utilize City resources and programs to assist citizens in correcting violations to comply with all applicable code requirements.
Common Code Violations that are reported daily are as follows:

Property Maintenance
- Discarded items such as furniture, appliances and tires
- Trash and debris
- Houses in state of disrepair

Unmaintained Yards
- Overgrown vegetation
- No front yard landscaping

Illegal Construction
- Garage or room conversion
- Construction without a permit

Landscape and Arbor Services

The Landscaping and Arbor Services Division provides care and maintenance of the City’s parks, civic lawn areas, street median islands, traffic circles and other recreational areas as well as the maintenance of various City facilities and grounds. This Division is also responsible for the care and beautification of all city parkway trees.
Right of Way
The Right of Way Division is responsible for the removal of graffiti and clean up of alleys, thoroughfares and City owned facilities and business fronts throughout the community. The Right of Way Division also promotes the lookin’ Good Lynwood Campaign through flyer distribution and residential door to door notifications and resource information.
Weed Abatement
The Weed Abatement Division is responsible for the removal of weeds from vacant lots and Agency owned properties in the City. This includes maintaining expenditure reports for annual County assessments, prepare items and/or public hearings for property and nuisance abatements, and prepare annual Weed Abatement List.
Vine Program
The Vine Program was implemented on March 1, 2005 by City Council. The purpose of the program was to beautify and deter graffiti activities with the City. The Landscaping and Arbor Services Division is responsible for the planting, maintenance and watering of the Repens Ficus vines.
